What happened
On 12 June 2024 the Berlin Administrative Court rejected an urgent request by Gaza residents to stop arms export permits to Israel, finding no pending decisions. On 12 November 2025 it dismissed two further suits, including a challenge to a 2023 licence for 3,000 portable anti-tank weapons, saying there was no risk of recurrence because Chancellor Merz's August 2025 partial suspension changed the situation. ECCHR said the government announced it would lift the suspension shortly after the ruling. The court did not rule on the international-law questions.
