What happened
On 1 October 2024 OFAC designated Hilltop Youth under Executive Order 14115, describing it as a violent extremist group of Israeli settlers and citing an April 2024 attack on al-Mughayyir that left one Palestinian dead and a June 2023 attack on Turmus Aiya that left another dead. On 20-24 January 2025 the incoming Trump administration terminated the national emergency underlying E.O. 14115, and OFAC removed the West Bank-related designees, including Hilltop Youth, from the SDN List, so the group is no longer under U.S. sanction.
