House Clerk records show Rep. Rich McCormick digitally signed a Periodic Transaction Report (PTR) on September 17, 2025 (Filing ID 20030699) listing 33 purchases, each $1,001 to $15,000, in a Growth Partners Roth IRA; all carry a transaction date of March 15, 2023 and a notification date of April 10, 2023. 24 of the 33 are individual stocks, 8 are mutual funds and 1 is an ETF; the House Ethics Committee's instruction guide says mutual fund and ETF transactions are not disclosed on a PTR, so only the 24 stock purchases were subject to the deadline. House rules require a PTR by the earlier of 30 days from being made aware of a transaction or 45 days from the transaction; for these purchases that date was April 29, 2023, 872 days before the filing. OpenSecrets reported on September 22, 2025 that the 24 stock purchases, worth $24,024 to $360,000 in the broad ranges lawmakers report, were disclosed almost two and a half years past the deadline, and that McCormick had listed them in his annual financial report to Congress the year before; the Clerk's index shows that annual report was filed August 13, 2024, and it lists the Growth Partners Roth IRA holdings. OpenSecrets said his office acknowledged a phone inquiry but did not otherwise respond. A second PTR signed April 7, 2026 (Filing ID 20033648) lists a December 12, 2025 purchase of a U.S. Treasury bill valued at $100,001 to $250,000, with no owner code shown and a notification date of December 15, 2025; the due date was January 14, 2026, 83 days before the filing. The Ethics Committee guide says the purchase or sale of a government security likely requires a PTR and advises consulting Committee staff; NOTUS reported that purchase as about two months past the deadline. The other 19 transactions in the April 2026 report, dated March 19, 2026, and his five other PTRs filed between October 2025 and August 2026 were reported within the deadline. The guide sets a minimum $200 fee for any late PTR and lets the Committee waive it; the records reviewed do not show whether a fee was assessed or waived. The House Ethics Committee's chief counsel declined to comment to NOTUS, McCormick's office did not respond to NOTUS' request for comment, and no House Ethics Committee finding was found.
