What happened
Investigative outlet Armando.info, citing PDVSA documents and the National Contractors Registry (RNC), reported on January 14, 2026 that by the end of 2025 PDVSA had assigned 20 Productive Participation Contracts (CPP) to 16 companies during the 2024-2025 tenure of Delcy Rodríguez as Minister of Petroleum and Hydrocarbons. According to the report, at least five of the companies have no record of activity or experience in the oil sector and two were not properly registered to contract with the Venezuelan state. One, Proven Reserves Limited, has no known address, registration, email, phone number or website and appears only in PDVSA documents; it has not produced a barrel, per the report. The findings rest on Armando.info's reporting and PDVSA documents, and no response from Rodríguez is reported.
