House Clerk records list four Candidate Reports for Rep. John McGuire (VA-5), each signed April 25, 2025, less than four months after he was sworn in as a member on January 3, 2025: Filing ID 10044159 (period 01/01/2021 to 02/03/2022), 10063477 (01/01/2021 to 04/16/2022), 10063588 (01/01/2022 to 11/15/2023) and 10063213 (01/01/2023 to 04/15/2024). The House Ethics Manual says a person who qualifies as a House candidate, by raising or spending more than $5,000, must file within 30 days of becoming a candidate, or by May 15, whichever is later, and at least 30 days before any election including a primary; filers more than 30 days late owe a $200 fee unless the committee waives it. McGuire announced his candidacy for the 5th District seat in November 2023 and, according to Cardinal News, raised $212,422 in 2023 and $290,326 in the first quarter of 2024 per FEC reports, so he was a candidate well over the $5,000 threshold before the June 18, 2024 Republican primary, which he won. The reports covering periods through November 15, 2023 and April 15, 2024 were therefore due no later than about mid-May 2024, roughly a year before they were filed. The reports do not state when McGuire crossed the $5,000 threshold for the two earlier periods (ending February and April 2022), so their due dates are not established here. His earlier candidate reports, for periods ending November 29, 2019 and May 31, 2020, were filed on December 4, 2019 and June 30, 2020, his 2024 member report was filed May 13, 2025, and the 22 trades in his nine periodic transaction reports filed since he took office were all reported within the deadline. Political Wallet reported on April 23, 2025, two days before the filings, that after repeated requests McGuire's communications director declined to comment on the record beyond saying it was a campaign-side issue, and that the House Ethics Committee declined to comment. The sources reviewed identify no explanation from McGuire, no late fee, and no House Ethics Committee action; a search of the committee's website returned no statement about him.
