What happened
Federal law requires House members to report securities transactions over $1,000 within 30 days of being notified of the transaction, and in no case later than 45 days after the transaction. Joyce's report filed July 27, 2021 (filing 20018692) lists 15 transactions dated Jan. 15, 2020 to Dec. 11, 2020 in a family trust and a joint account (13 with a notification date of May 5, 2021 and two with July 27, 2021); they were reported 228 to 559 days after the trades, and the 13 notified May 5 were filed 83 days after notification. His report filed Aug. 6, 2024 (filing 20021523) lists 12 transactions dated July 12, 2022 to June 30, 2023 (three notified Aug. 9, 2022 and nine notified July 17, 2023); they were reported 403 to 756 days after the trades and 386 to 728 days after notification. His five other periodic transaction reports from 2021 to 2025 (Sept. 2021, two in June 2022, Dec. 2024, Feb. 2025) were filed 16 to 29 days after the trades. Newsweek reported on Sept. 9, 2024 that Joyce was among members of Congress who filed STOCK Act reports late, and that he did not respond to its request for comment. House Ethics Committee guidance sets a minimum $200 fee for late periodic transaction reports and says fee-waiver requests and the Committee's responses are not made public; the House Clerk records reviewed do not show whether a fee was assessed or paid, and no explanation from Joyce was found. No response from Joyce was found.
