A May 5, 2026 Government Accountability Office report found that the Justice Department's Prison Rape Elimination Act audits of Bureau of Prisons facilities are designed to check paperwork compliance, not detect abuse: FCI Dublin was rated 100 percent compliant in 2021-2022 audits even though 10 employees were later charged for sexual abuse committed in that period, and FCC Coleman passed three audits during abuse from 2012-2020. GAO counted roughly 8,500 reported sexual-abuse allegations from 2014 through 2022, most closed as unsubstantiated, and found BOP's internal affairs office held 12,153 pending employee-misconduct allegations as of February 2025, 37 percent of them more than three years old. BOP collects facility-level abuse data but does not analyze it for trends. DOJ and BOP concurred with all seven recommendations.
