What happened
The ED wrote three letters to the Punjab DGP seeking an FIR against Rajbir Singh Ghuman, officer on special duty to Chief Minister Bhagwant Mann, and others over alleged interference in transfers, tenders and arms licences. Punjab Police conducted only a preliminary inquiry and asked for legible copies of ED documents a month after receiving them, and the OSD was not questioned, according to Bar & Bench. On 5 October 2026 the Punjab and Haryana High Court (Chief Justice Ashwani Kumar Mishra, Justice Rohit Kapoor), on a PIL by advocate Nikhil Saraf, directed the CBI to register a case and report within two months. The ruling AAP has called the ED actions central overreach.
