What happened
Iraq's Central Criminal Court for Combating Corruption sentenced Alaa Samir Rashid Shukr Al-Jubouri, former director general of the General Company of Electricity Distribution (Middle Region), to seven years in prison for illicit enrichment, OCCRP reported on 18 September 2026. An internal Ministry of Electricity audit covering 2022 to 2025 found 127 fraudulent procurement transactions worth about $4.5 million, and he was found with unexplained wealth above 5.5 billion Iraqi dinars (about $4.2 million) plus $5.5 million in U.S. currency. The court ordered him to return the illicit gains and pay an equivalent fine, about $19.4 million in total; he was removed from his post on 20 June 2026 and his assets were frozen. Neither he nor the ministry responded to OCCRP's requests for comment.
