What happened
Tanzania's Controller and Auditor General Charles Kichere's 2023/24 annual report, presented March 27, 2025, found that 12 of 217 audited parastatals had TZS 371.42 billion in inefficient expenditure, including a TZS 91.8 billion loss at Air Tanzania and a TZS 224 billion loss at Tanzania Railways Corporation. A related infrastructure audit found a TZS 38.36 billion Ibanda-Kiwira port road contract was terminated after the contractor submitted forged documents, including a fake power of attorney and board resolution; only 2.27% was complete despite a TZS 3.72 billion advance payment, and recovery of TZS 13.72 billion is uncertain. TANROADS received only 52% of its maintenance budget, leaving TZS 495.24 billion in projects suspended or abandoned.
