What happened
On 26 February 2025 the Supreme Court rejected appeals, finalising two damages rulings against the state over the East Japan Immigration Center in Ushiku. In the first, the Tokyo High Court found on 16 May 2024 that staff left a detainee unattended in 2014 after he complained of chest pain and repeatedly cried out that he was dying, watched him on a camera monitor without sound, and called no doctor; it held the centre's breach of its duty of care was not minor and ordered 1.65 million yen, though it did not find the breach caused his death. In the second, the courts found that parts of staff's January 2019 restraint of a Kurdish detainee, including forcing his jaw upward, were unlawful, and ordered 220,000 yen.
