What happened
On 26 April 2026 Kuwait issued six emiri decrees revoking the citizenship of 1,266 people, including Decree No. 60 of 2026 covering 1,242 people. Amnesty International said the decree gave no reasons; one smaller decree (No. 65, covering 20 people) cites provisions on forgery and fraud. The decrees followed Decree-Law No. 52 of 2026, in force from 13 April 2026, which treats nationality decisions as sovereign acts; the Gulf human rights group ADHRB says this significantly limits judicial review. ADHRB, citing the Newsroom Initiative's monitoring of the Official Gazette, reports 71,059 revocation cases recorded by 15 April 2026. The government has said the measures protect the national fabric and clarify the legal framework on nationality.
