What happened
Human Rights Watch documented at least 10 killings of opposition Podemos officials and supporters of candidate Venâncio Mondlane between October 2024 and March 2025, including lawyer Elvino Dias and election official Paulo Guambe, shot in Maputo on October 18, 2024. HRW said police announced investigations in some cases but had not identified or arrested suspects or publicly updated the status as of April 2025; a police spokesman said authorities were 'concerned'. Zitamar News reported in September 2026 that Ilídio Facitela Gustavo, a political mobilization coordinator for Anamola in Morrumbene, was abducted by armed men claiming to be police and found dead the next day; it does not establish who killed him. Zitamar also reports that Attorney-General Américo Letela told parliament in April 2026 that three suspects in the Dias and Guambe killings had been identified and questioned, and frames the wider pattern as one of impunity.
