What happened
After the 28 October 2025 police operation in Rio's Alemão and Penha complexes, in which 122 people died (117 civilians and five officers by later counts), Human Rights Watch reported that crime scenes were not preserved or forensically analysed. In April 2026 Brazil's federal prosecutor-general's office asked the Supreme Court to compel Rio's medical-legal institute to hand prosecutors the necropsy protocols and photographs, which it had declined to provide. As of late April 2026, Rio state prosecutors had filed charges against several military police officers, including ten charged in March over alleged body-camera manipulation and illegal home entries, and said linking specific officers to individual deaths was the main difficulty.
