What happened
In an October 2025 report, the Nebraska Ombudsman's Office (Office of Public Counsel) reviewed years of complaints about the Department of Correctional Services' restoration of good time. It found the policy does not reflect current eligibility standards, does not outline the review process, and neither defines nor explains "positive progressive behavior"; restoration is not automatic; subsequent requests are not processed consistently; administrative time significantly affects how much time a person may restore; and the department does not collect aggregate data on why requests are denied. The Ombudsman recommended automatic restoration, notice to eligible people, a rewritten policy and better data collection.
