What happened
A periodic transaction report (Filing ID 20035147) digitally signed by Rep. Michael Rulli on Aug. 7, 2026 lists 32 stock transactions, all in a Merrill Lynch managed account. Twenty-two of them are dated between Nov. 26, 2024 and May 6, 2026, which is 93 to 619 days before the signing date; the STOCK Act requires reports within 45 days of a trade. The other 10 are dated June 25 to Aug. 6, 2026. NOTUS, which reviewed the filings, reported on Aug. 11, 2026 that the late trades were worth between $22,022 and $330,000 in total (the law requires disclosure only in broad ranges) and included Palantir, Pfizer and several large technology companies. NOTUS reported that Rulli's office acknowledged its request for comment but did not otherwise respond, including on whether he paid a fine; House Ethics Committee penalties begin at $200. On Aug. 28, 2026 Rulli appeared on Fox Business's 'Mornings with Maria'; Fox Business's summary says he denied violating the law, said the late filings were revisions itemizing a 401(k) portfolio rather than unethical trading, and noted he has supported legislation banning insider trading by members of Congress. Three later reports, signed Aug. 25, Sept. 2 and Oct. 2, 2026, list no trade more than 45 days old. The House Ethics Committee's press-release archive contains no statement about Rulli as of Oct. 5, 2026.
