What happened
Moldova's security service (SIS) added the 'Miron Sor' Foundation, linked to Ilan Sor (convicted to 15 years in a bank-fraud case), to its list of restrictive measures on December 16, 2024, following an Inter-institutional Supervision Council decision of August 1, 2024 ordering the blocking of funds of listed persons and entities. The Public Services Agency (ASP) nevertheless compiled its 2026 list of organizations eligible for the '2%' income-tax designation on December 22, 2025 with the Foundation at position 304 of 1,352, about three weeks after Sor announced on December 1, 2025 that he was closing his Moldovan projects. It was not among the 23 organizations excluded for 2026. According to Anticoruptie.md (September 8, 2026), citing ASP's reply to a newspaper, the agency pointed to a gap in the law, noting the Foundation was listed on a 2016 registration request. The Foundation historically ranked second in 2% receipts, about 500,000 lei a year.
