Capitol security advisory committee chaired by Lt. Gov. Peggy Flanagan met fewer than the four times a year state law requires in each year from 2019 to 2024, per its annual reports
Subject of this story
What happened
Minnesota Statutes 299E.04 requires the Advisory Committee on Capitol Area Security to meet at least quarterly and names the lieutenant governor as its chair. The committee's own annual reports list 2 meetings in 2019, 3 in 2020, 3 in 2021, 2 in 2022, 1 in 2023 and 2 in 2024, so none of the six years reached four. KTTC, counting meeting minutes rather than annual reports, reported (Sept 18, 2025) 14 meetings from 2019 through 2024 against at least 24 required, with four in 2021 as the one year at the requirement. KSTP separately reported on July 15, 2025 that, per the committee's own annual reports, it had not met four times a year in any year back to at least 2019. DPS Commissioner Bob Jacobson said of the committee's 2024 meetings, 'They did not meet their four times.' Flanagan did not accept KSTP's interview request. Her office said the committee advises but has no authority to implement Capitol security changes, and, after the Aug 20, 2025 meeting, Flanagan told reporters 'we will make sure that we're meeting with greater frequency.' Per the committee's 2026 annual report it met five times in 2025 (the first, April 25, before the June 14, 2025 shootings of Minnesota legislators), and DPS lists 2026 meetings on Jan 7, Jan 13, Apr 20 and Sept 14. No sanction or finding by an enforcement body is reported.
