In Report No. 26-11 (October 2026), the Hawaii Office of the Auditor reviewed nine cost-reimbursement contracts between the Statewide Office on Homelessness and Housing Solutions (SOHHS) and the nonprofit HomeAid Hawaiʻi for Governor Josh Green's kauhale initiative. The auditor identified more than $13.7 million in payments that were unauthorized, unsupported or questionable, and found no evidence that SOHHS rejected or questioned any HomeAid expense submitted for reimbursement. The auditor also states the amount is not comprehensive and that some questioned costs may ultimately prove reimbursable. The auditor's summary says State officials acknowledged the office's responsibility for its actions and spending, and that HomeAid reported adjusting more than $860,000 in previously reimbursed expenses.
