What happened
Facundo Leal, who led the state satellite company ARSAT from 2022 and simultaneously became president of the national airport regulator ORSNA under Decree 390/2025 in June 2025, was arrested on May 27, 2026 after authorities found roughly US$2.4 million in cash and quantities of drugs including ketamine and cocaine at his properties. He faces separate investigations for alleged kickbacks in ARSAT contracting and for alleged irregularities at ORSNA, including a secret September 26, 2025 agreement with Aeropuertos Argentina's CEO that would have extended the company's airport concessions to 2066; a prior Auditoria General de la Nacion report had already found the underlying 2020 concession-extension process lacked required procedures, documentation and enforceable infrastructure commitments. Leal has refused to testify in the kickback case.
