What happened
Constant Mutamba, DRC's Minister of Justice from June 2024 to June 2025, was convicted by the Court of Cassation on September 2, 2025 to three years of forced labor for embezzling roughly $19 million earmarked for a prison-construction project in Kisangani. On September 18, 2026 the same court convicted him again, to 10 years of forced labor, in the separate FRIVAO case, for diverting funds (including $1.5 million, $250,000 and $284,238 transactions) from the fund set up to compensate DRC victims of Uganda's wartime activities; his former interim FRIVAO coordinator, Chancard Bolukola Osony, received seven years. Both rulings barred Mutamba from public office and voting rights for five years and ordered restitution to the state accounts.
