House Clerk records show Rep. Diana Harshbarger, who took office January 3, 2021, filed a periodic transaction report (PTR) on August 16, 2021 (Clerk document 8218296). The STOCK Act requires members to report each securities transaction within 30 days of being notified of it and no later than 45 days after the transaction. According to Business Insider and a complaint the Campaign Legal Center filed with the Office of Congressional Ethics, the filing covered more than 700 trades by Harshbarger and her husband, Robert Harshbarger, made between January and June 2021, with a combined value of roughly $728,000 to $10.9 million (reported as ranges; each individual trade fell in the $1,001 to $15,000 range), and some trades were reported more than seven months after they occurred. Harshbarger's chief of staff, Zac Rutherford, told Insider that the financial advisor "did not follow the established system and protocols" and that his error caused her not to meet the reporting requirements within the specified timeframe, and that she "accepts full responsibility." The sources reviewed do not report any finding, sanction or published action by the Office of Congressional Ethics or the House Ethics Committee on the matter. She is the Republican incumbent seeking re-election in Tennessee's 1st district on Nov 3, 2026.
