What happened
President Mnangagwa appointed a Commission of Inquiry, chaired by retired Judge Maphios Cheda, in May 2024 to investigate governance at Harare City Council since 2017. The commission submitted its report to the president in June 2025. Press reports citing sources said the findings included alleged corruption involving councillors and senior officials, illegal land allocations and excessive salaries; these have not been confirmed officially. As of October 8, 2025, three months after submission, the report had not been released, and Harare Residents Trust director Precious Shumba said the delay was 'tantamount to endorsing the abuse of public resources.' Later Zimbabwean coverage indicates it was still unpublished in 2026, though we could not open those pages to confirm.
