What happened
On 27 November 2024, ICC Prosecutor Karim Khan requested an arrest warrant for Senior General Min Aung Hlaing for crimes against humanity of deportation and persecution of the Rohingya, committed in Myanmar and Bangladesh in 2017; the Court has jurisdiction because part of the conduct occurred in Bangladesh, an ICC state party. As of September 2026, Fortify Rights knows of no public decision by the Pre-Trial Chamber and says it is unknown whether a warrant was issued under seal or the application is still under consideration. Since 10 November 2025 the ICC's Regulation 23 ter requires arrest-warrant applications to be filed under seal by default. Min Aung Hlaing has recently visited Thailand and Russia (August 2026) and Vietnam (September 2026), and was scheduled for a state visit to Cambodia, an ICC state party, on 11-12 September 2026; Fortify Rights urged Cambodia to arrest him if a warrant exists.
