What happened
Following a Mirror Indy/IndyStar investigation that found Indianapolis economic-development incentives worth roughly $80 million were awarded or recommended to clients of Thomas Cook, Mayor Hogsett's former chief of staff who resigned in 2020 over a relationship with subordinate Scarlett Andrews before she was promoted to lead the Department of Metropolitan Development, a Marion County grand jury took testimony on five occasions in November and December 2025 examining 'unlawful pecuniary interest in a contract' and related conduct between March 2019 and December 2023, per the Marion County Prosecutor's Office's own quarterly grand jury report. Neither Cook nor Andrews has been charged. Mayor Hogsett said the city followed adequate checks and balances and can't dictate which lawyers private developers hire.
