What happened
At a June 1, 2026 hearing on the Contraloría General de Cuentas' (CGC) oversight of 2025 public spending, Deputy Orlando Blanco (VOS bloc) said the Ministry of Communications, Infrastructure and Housing (CIV) received only 8 audits, about 1% of the total by his calculation, while municipalities and Codedes received 381 (65%). He called the Q2 million in sanctions reported for the communications sector inadequate. Separately, he cited a municipal school project in Antigua Guatemala that rose from Q17.9 million to Q27 million and drew only Q162,000 in sanctions; that case is municipal, not a CIV contract. CGC official Manuel González replied that the figures reflect the "sectoral distribution" of audits and said the CGC completed 2,524 preventive actions.
