What happened
Two dams above Derna collapsed in the September 2023 Storm Daniel flood, killing thousands. A Derna court convicted 12 officials in July 2024 on charges of negligence and mismanagement of the dams; Libya's Supreme Court later set the verdicts aside as contrary to law, and the Benghazi Court of Appeal began a retrial on 26 October 2025. On 9 August 2026 the court adjourned to 4 October to review financial documents. Al-Araby reports no senior government officials appear in the verdicts, and a local broadcaster notes that investigations have focused on dam administrators rather than warning and evacuation agencies.
