What happened
On September 10, 2026 Brazil's Federal Police, under authorization from Supreme Court Justice Flávio Dino, carried out at least 49 search warrants in an investigation of embezzlement, document fraud, money laundering, organized crime and procurement fraud involving Instituto Conhecer Brasil (ICB), run by Karina Ferreira da Gama, which holds São Paulo City Hall's public wi-fi contract (R$108 million for the first 12 months, later raised to about R$157 million, per UOL). Investigators are examining whether public money was diverted to finance the Bolsonaro film 'Dark Horse'. A subcontractor, Ultra IP, alleged in a civil suit that another subcontractor, Favela Conectada, received R$12 million without doing the work. Mayor Ricardo Nunes said the city's controller found no irregularity in the contract so far, and ICB's lawyers say the institute cooperated and delivered over 20,000 pages of documents. No one has been charged.
