What happened
A September 26, 2025 City of Fort Worth Internal Audit found the Neighborhood Services Department (NSD) accepted and processed 6 of 15 developer reimbursement requests for the Cowan Place ($500,000 in HUD HOME funds) and Tobias Place ($8,000,000 in ARPA funds) affordable-housing contracts despite missing required supporting documentation and signatures. NSD also never received the contractually required signed acknowledgment that HOME funds obligations were met for Cowan Place, and skipped a contractually required minimum-standard inspection for Tobias Place, reasoning the requirement didn't apply to ARPA-funded infrastructure work. NSD concurred with all findings and committed to corrective action by March 31, 2026.
