What happened
A commission led by former judge Gauri Bahadur Karki recommended criminal investigation of former PM KP Sharma Oli, former Home Minister Ramesh Lekhak and former police chief Chandra Kuber Khapung under sections 181 and 182 of the National Penal Code over deaths in the September 8-9, 2025 protests, in which rights groups count at least 76 dead. Police arrested Oli and Lekhak on March 28, 2026. On April 7 a Supreme Court bench ordered investigators to finish within the third remand period or release them; both were released on April 9, and the Kathmandu Post reported that no formal case had yet been filed. Oli said he was detained unlawfully 'out of prejudice and revenge'.
