What happened
A June 2025 report by the DRC's Cour des Comptes (supreme audit court) on the legally mandated 0.3% of mining turnover owed to community development, covering 2018-2023, found a gap of more than USD 16.7 billion between turnover declared to tax authorities and turnover reported to the bodies managing the levy, and a shortfall of about USD 97 million in payments (USD 213.3 million paid versus 310.3 million due). The local development bodies operate under the supervision of the Ministries of Mines and Social Affairs. Reporting on the audit says 63 producing mining companies still had no functioning body, and the audit cites presumed embezzlement of about USD 250,000 at a Ruashi Mining fund and USD 53,866 at another; reporting says no prosecutions had been launched.
