What happened
Multnomah County Auditor Jennifer McGuirk told the Board of County Commissioners on Sept. 4, 2026 that new Animal Services Director Eli Hurley (whose first day was Sept. 21, 2026) had misrepresented how long he'd served as executive director of a small Ohio humane shelter, inflating his qualifying management experience from three years to five to meet the job's minimum requirements. Community Services Director Margi Bradway defended the hire on the record, saying Hurley was fully transparent and exceeded requirements under HR substitution guidelines. Hurley now oversees a $13.8 million budget and 74 staff; the Oregonian/OregonLive independently reported the same auditor findings.
