What happened
A special audit report tabled before Parliament's Public Accounts Committee, triggered by an earlier Auditor-General report, found that 723 of 1,039 sampled schools had inflated enrollment in the National Education Management Information System (NEMIS), resulting in Sh3.7 billion in fraudulent capitation payments, and that 14 of 83 sampled institutions receiving capitation did not exist at all. Education Cabinet Secretary Julius Ogamba confirmed the findings, said the ministry withheld and delayed capitation pending a nationwide school verification exercise (which separately found tens of thousands more discrepancies), and said implicated individuals who registered non-existent schools would be referred for prosecution.
