What happened
A DHS Office of Inspector General unannounced inspection of the CoreCivic-run Stewart Detention Center in Lumpkin, Georgia (report OIG-23-38, July 2023, based on a November 2022 visit) found Stewart did not meet ICE detention standards for special management units, custody classification, grievances, staff-detainee communication, and medical care. In reviewing paper grievance files, inspectors found three grievances lodged against the grievance officer by two different detainees were responded to and closed by the grievance officer herself, though at least four other staff could have responded. In one example, a complaint that an officer treated detainees 'like animals' was returned as 'merely an opinion' without reviewing video or interviewing witnesses. OIG made nine recommendations; ICE concurred with all nine and OIG considered them resolved and open. CoreCivic's response is not documented in the report.
