Virginia Beach Sheriff overhauls jail policies and terminates five deputies -- three now indicted -- after in-custody death of Rolin Hill

Following the June 4, 2024 in-custody death of 34-year-old Rolin G. Hill at the Virginia Beach Correctional Center, Sheriff Rocky Holcomb requested an independent investigation by Virginia State Police, which led to five deputies being placed on leave and terminated on October 18, 2025, and three of those former deputies being indicted on criminal charges by a special grand jury on January 3, 2026.
