Wichita's Ethics Board ruled Mayor Lily Wu violated the city's Code of Ethics by refusing to sign or read aloud a City Council-passed Transgender Day of Visibility proclamation without arranging a substitute in advance, then upheld that ruling on appeal
After 22 residents filed ethics complaints over Mayor Lily Wu's handling of a March 18, 2025 proclamation recognizing Transgender Day of Visibility -- the proclamation went unsigned and unread, breaking from normal protocol -- the Wichita Ethics Board investigated and, in a June 12, 2025 final report (Ethics Board Report 2025-13), found Wu violated the code's requirement to cooperate fully with city staff to ensure smooth government operations, because she knew the proclamation was on the agenda but did not arrange for someone else to present it. The Board cleared her of other allegations and ordered no fine or training.
