Ethics complaint alleges Miami Police Chief Manny Morales ran a private 'Miami Police Foundation' out of police headquarters while advocating for a multimillion-dollar Motorola contract tied to his wife's past employer
An anonymous complainant identifying as a Miami Police Athletic League stakeholder sent Miami's mayor, city manager, city commissioners, and the county ethics commission a formal complaint on April 15, 2026 alleging Chief Manny Morales failed to disclose an outside business, the 'Miami Police Foundation,' incorporated in February 2025 using Miami Police Department headquarters as its registered address, with Morales as president and his wife as an officer. The complaint also alleges Morales accepted meals, drinks and VIP access from a nightclub owner tied to the foundation and internally advocated for a Motorola Solutions body-camera/communications contract while his wife had a prior professional relationship with the company.
