Guam audit: 286 federally funded air conditioners for public schools remain uninstalled in a warehouse, and auditors question $3.8 million in costs

Guam's Office of Public Accountability (OPA), working with the Guam Department of Education's Internal Audit Office, released Report 26-09 on August 30, 2026. The investigative audit of GDOE's procurement under Invitation for Bid 009-2023, paid for with American Rescue Plan funds, found that 286 packaged tonnage air conditioning units were not installed during the grant period and are stored at GDOE's Piti Warehouse, about $2.7 million in federal equipment.
