NABU's 'Clean City' operation uncovers scheme by Kyiv city administration officials to seize municipal land worth tens of millions of hryvnia using fake 'toilet' structures

NABU and SAP announced on February 6, 2025 the results of 'Operation Clean City,' finding an organized group tied to Kyiv City State Administration (KMDA) and Kyiv City Council illegally transferred municipally owned land worth 11.6 million hryvnia and prevented the attempted transfer of six more plots worth 83.7 million hryvnia, using a scheme in which suspects registered sham 'buildings' (described in press coverage as a 'toilet scheme') on the land to justify ownership claims. Searches turned up over $6.4 million, 630,000 euros and 800,000 hryvnia in cash.
